Fix the design of the links in Impact module

Description

I decided to take a closer look at the impact module and ran into the following problems:

  1. Links to the https://pageviews.toolforge.org/ are not marked as 'external'
  2. Inappropriate bold numbers on hover
  3. At first glance, it is not clear that there are two links in the line, and not one: one to the article, the second to statistics. I propose to display standard statistics, and already in it make a link to another site.
  4. The text on the last line is styled as if there were two links.

Thanks @Iniquity for filing this task. It is definitely in my sights for the upcoming quarter as part of an entire design overhaul of the Impact module (the parent task).
I have started designs already which has explorations to make the distinction between the views stats page and link to the article as 2 links clearer. Links to the Figma file explorations are here if you're interested (but please note these are Work in progress! :)):
