Objective

Display a loading affordance that indicates to users in low bandwidth or slow loading environments that their reply conversation is loading and not crashing.

This ticket is being filed as an outcome of the usability testing performed in T281438 where a contributor in such an environment had this exact experience with the reply tool and thought that the tool had crashed but it was in fact just loading.

User stories

As a Junior or Senior Contributor in a slow loading environment, I want to know that the reply widget is loading so that I can I continue to wait for it to load in order for it to display the inputs required for me to finish editing.
