Recreate grafana dashboard that shows memory compaction events

Description

In T281122: Wikibase selenium tests timeout, seemingly due to "memory compaction" events on CI VMs I was using a dashboard called instance-details to look at memory compaction events of VMs.
Seemingly this might have vanished after a recent failover

10:27 AM <arturo> addshore: that's probably the result of us failovering cloudmetrics servers. We lost some grafana configs I'm afraid

It would be great to have this dashboard once again so that I could use the data to continue investigating brower test slowness such as T234002#7084691
