https://wikitech.wikimedia.org/wiki/Template:Irc creates links to Freenode channels. We should update it to link to Libera, including replacing the freenode: interwiki with a libera: one.

Per https://wikitech.wikimedia.org/wiki/Special:Interwiki, the freenode, irc and ircs interwikis all point to freenode. The latter two should probably be changed (although I'm not sure what ircs is). those need to be changed at https://meta.wikimedia.org/wiki/Interwiki_map , right?
