Description

Make some changes to which features are behind each flag.

Only deploy the new, wider dialog size T273971 and inline descriptions T271800 once the sidebar is always popped-open: T274554.
Update tasks to reflect the correct feature flag to use.
Create a deployment task for each flag and link feature epics as subtasks of it.
