Description

Currently it's at 4 MB (presumably to prevent abuse). I suggest raising it to 10 MB and seeing how it goes, as video recordings are often of a large size, especially with longer demonstrations.

This is intentional, see T151544 (though I wonder if this should be kept, because Wikipedia Zero at that time created problems).
People could encode differently, in theory (e.g. VP9).
