Context needed

As first identified in T283231, the Reply Tool, and other editing interfaces, are showing copyright messages that do not match up with the copyright policy Wikidata has specified at Wikidata:Copyright.

This observation has led us to realize this same issue of inconsistent copyright messages is present in other editing interfaces [ii] and potentially, at other projects.
