This task is about determining what would be involved with introducing functionality that would enable us to set unique sampling rates for the Reply and New Discussion Tools. As noted in T265099#6802011, doing so is not currently possible.

Impact: being able to set different sampling rates for each of these two tools would enable us to more effectively evaluate how they are being used while they're deployed at various scales (the Reply Tool avail. as an opt-out feature while the New Discussion Tool avil. as a beta feature).
