Description

Following the example of T206462 we should migrate QuickSurveys away from Grunt for consistency with how we do things in our repos.

Expectation

eslint is not using grunt
stylelint is not using grunt
jsonlint is not using grunt
banana-checker is not using grunt
grunt is removed from codebase
