Numbers have shown that only ~10% of the users interact with the cookie consent banner. A third of them gives consent to cookies and web analytics. We want to test changing the consent dialog to be a modal one and find out what effect that has on the consent rate and the conversion rate.

Acceptance Criteria

• The variant cookie consent banner is displayed as a modal dialog, dimming the page content (see design on Figma).

Notes

• Probably we do this by deploying the new layout by the time the campaign should switch.
• Preparing the banner on wikipedia.org is not scope of this ticket.
