- Clone the content pane handling from OO.ui.Bookletlayout
- Integrate under the feature-flag conditional branch of MWTransclusionDialog, so that we create a new checkbox list sidebar and this new, standalone content pane when the flag is enabled.
- Don't wire up content, this will happen in a follow-up task.
