I'll note that DiscussionTools is already available as a beta feature on ptwikinews ("Ferramentas de discussão" at https://pt.wikinews.org/wiki/Especial:Preferências#mw-prefsection-betafeatures). Can you clarify what is your request?
I am guessing that you'd like the reply tool to be enabled by default for all users? (It's already configured that way on several wikis, so this shouldn't be a problem.)
I'd advise against enabling the new discussion tool for all users for now. We haven't configured it that way on any wiki yet, because there are a few unresolved issues with it (see the subtasks of T271964). I think we're planning to work on those some time this year.

@matmarex Hi! It's exactly what you said. Wikinews has recently enabled the VisualEditor and this talk page tool will be very useful too.

I noticed a small issue while testing, I don't think this was a reason to block the deployment though: T291000.
