The abuse log on Meta shows

09:32, 25 June 2021: User:5.77.64.75 (www.wikidata.org) triggered filter 272, performing the action "edit" on NewItem. Actions taken: none; Filter description: possible spam in small wikis (details | examine)

The first correctly shows the namespace prefix, while the second does not (and even links to a nonexistent page named "NewItem" on Wikidata).

Not sure if this is in any way related to T106136, so reported as a separate task.

Event Timeline

The namespace is explicitly set to 0, and has always been. I think this might be due to issues with cross-wiki references. Things might have improved lately with the ongoing refactor of the Title class.

Note that neither the local database actually references NS_SPECIAL. The link is transformed by Wikibase here. In other words, this would currently require at least having Wikibase on MetaWiki.
