Pseudobot changes for enwikibooks

In short,

  • allow any sysop to add/remove the pseudobot user group from any user, rather than only to themselves
  • allow any user with the pseudobot permission to remove it from themselves when finished

@Zabe It seems that you have assigned the removal of flood from self to WIkisource, not Wikibooks. Also with that change you can safely remove add/remove flood from 'crats.
