Hi, as nothing is mentioned on https://commons.wikimedia.org/wiki/Help:Server-side_upload I'm afraid that we don't offer such repositories ourselves.

I guess you can upload the TAR archive on some cloud service like Google Drive, Dropbox and etc. Then someone who has access for server-side upload can download it and import files on Wikimedia Commons.

Please do NOT use mainstream services like Google Drive or Dropbox. We do need direct HTTP link to the file, with no forms, checks, or authentication, as otherwise we can't download the file to production.

One of ways how to do this is to upload the file to "scratch" volume at Toolforge. If you don't have Toolforge access, I could generate a voucher for you at filesender.cesnet.cz to upload the file I guess.
