WikiPageConfigWriter should check autopatrolled status before writing a change

Description

Unlike most of Growth's features, WikiPageConfigWriter will be called exclusively by experienced users, who mostly have autopatrolled rights.

To ensure those rights are applied as intended, check for autopatrolled right before saving an edit.
