Update on the immediate use case for this that I was able to pretty easily provide an update for the Email team on who was / was not on the MSL on their necessary list.

My two cents on this is that it doesn't seem like a recurring need; and when it does occur, we in Analytics are happy to help. It also seems like it would be cumbersome to search through Civi UI, since the lists would be over 1000s of donors listed by email only, meaning this would be individual entry of email address and searching through those individually to see what their MSL entry is - at least, that's my understanding.
