In the current iteration of the new My Library card design we're missing indicators for when that content is Waitlisted or Not Available.
Waitlisted should only be shown for collections which can be applied for or have expired - don't display it on tiles for valid authorizations (to reduce confusion).
The notes should be shown alongside the other tags, but should not themselves be filterable tags.

Acceptance Criteria
- If a collection is waitlisted, and isn't an active authorization, the Waitlisted tag should be shown
- If a collection is Not Available, the Not Available tag should be shown
