Please disable local uploading on the Dutch Wikipedia for non-administrators, by removing the upload and reupload rights from the confirmed and autoconfirmed user groups.
Please do not remove any files already uploaded locally, nor disable uploading local files for sysops.

Reasoning

Uploading files locally has been strongly discouraged since 2008, almost all of our local files have been moved to the commons, and we do not have a local Exemption Doctrine Policy (EDP) to allow new files. Currently, if a user clicks an upload link they will be forwarded to the Commons, with one exception, Special:Upload. As a result of this exception, we still receive approximately 20 files per year, which have to either be exported to the commons or be deleted because of copyright violation. And because of the rarity of local uploads, the administrator-knowledge about properly managing it files is really slim.

With 10 in favor and 2 against, consensus was reached to disable local uploads.
