This task is about making the Reply Tool available as an opt-out feature at the ===Phase 2 Wikis listed below

⚠️ Deployment timing

Tentatively scheduled for Tuesday, 31 August during the "Morning Backport Window" (18:00 - 19:00 UTC).

Note: the deployment date will be finalized on Monday, 30 August. By this time, we expect the Parser Cache to be in a good place (T280599#7281173) and to have heard back from wikis about any potential issues they see with this deployment plan (T281533).

Phase 2 Wikis

Wikis were decided in T280388.

❗️Note: French Wikipedia has been excluded from this group as a precautionary measure to ensure the load placed being placed on Parser Cache does not increase too abruptly.

Requirements

People who meet the criteria below will see the Reply Tool ( read: [ reply ]) when visiting a talk page:

1. People who are logged in or logged out
2. People at any of the wikis listed in the ===Phase 2 Wikis section above

People who meet the criteria below will *NOT* see the Reply Tool ( read: [ reply ]) when visiting a talk page:

1. People at any of the wikis listed in the ===Phase 2 Wikis section above
2. People who have explicitly disabled the Enable quick replying setting within Special:Preferences#mw-prefsection-editing

Testing instructions

At 7 wikis of your choosing from the list above, do the following...
Logged in

1. Log in as an existing user
2. Visit a talk page
3. Verify [ reply ] links are present next to each comment
4. Click a [ reply ] link on the page of your choosing
5. Verify the Reply Tool opens as expected
6. Document the text input mode – source or visual - that you see by default
