Phase 5 Wikis

In T280388, we came to define "Phase 5" wikis as: Remaining large Wikipedias (English, German, Spanish, and Japanese; maybe Russian and Portuguese)

Requirements

People who meet the criteria below will see the Reply Tool ( read: [ reply ]) when visiting a talk page:

1. People who are logged in or logged out
2. People at any of the wikis listed in the ===Phase 5 Wikis section above

People who meet the criteria below will *NOT* see the Reply Tool ( read: [ reply ]) when visiting a talk page:

1. People at any of the wikis listed in the ===Phase 5 Wikis section above
2. People who have explicitly disabled the Enable quick replying setting within Special:Preferences#mw-prefsection-editing
