Translation for Central Notice banners needs improvement: please simplify and lower the workload!

Description

Feature summary (what you would like to be able to do):

  • If the second viewing of a CN banner is done by a trusted user, please let them also publish the banner text

And/Or:

  • if this is not possible, then please create some kind of notification system (ping?) to let the CN admin know there are translated texts ready that need to be set to published

Steps to reproduce (a list of clear steps to create the situation that made you report this, including full links if applicable):

  • Create a new CN campaign on Meta
  • Also create a new banner, with a link to the Translatewiki message group (expired example)
  • Have two friends/college's/users translate a text for you in another language then the one in the banner
  • Click on this language in the message group to see the translated text (expired example)
  • You now need to *manually* set the status in the top of the screen to "published"

Use case(s) (describe the actual underlying problem which you want to solve, and not only a solution):
*disclaimer:* I am not really sure if this is actually a bug report or a feature request: I never had complaints about translations for the banner before, but this may have been my own ignorance as well?

As a CN admin I have been involved in several global CN campaigns over the last half year. Translations of the banners are made in many languages as we ask the users in our banners. But as long as a Central Notice admin or some one with equal or more rights on TranslateWiki (if I researched this correctly) does not set them to 'published' manually, it seems like no translations are being shown, and so people mostly do not see the banners in their preferred language.
In the last two campaigns people complained about not seeing their translation of the banner.

Manually pushing every translation is a lot of work for global campaigns! And am I supposed to do another check on the banner text? Using Google translate? Then why the process of double checking by normal users in the first place? Time consuming for me, and demotivating for the translating user to do another translation in the future!

Translatewiki.net is a website. The translation extension is called just Translate.

This looks like a process question/decision, so no action possible on Translate side as of now.

My understanding is that we created a special role with permissions to translate CentralNotice messages. I believe the reasoning was that vandalism in CentralNotice messages would be a high-value target and especially damaging. If HTML message rendering is allowed... it's even worse. I don't know if this is relevant to the feature request here, but it's a major limitation to keep in mind when improving the workflow.

Was this special role you are talking about recently created or are you referring to the CN admin rights on Meta?
Also looking at the bug in [[T308614]], currently causing even more problems for CN translations. :(
