Allow user to choose where the server is located in the step 3, licenses. Which also means to change mwe-upwiz-license-public-domain-usa-subhead, and mwe-upwiz-license-public-domain-usa-head in ./i18n lang.json . I think should use $wgUploadWizardLocation to locate the server location.
