Also happening on nl.wiki. It's even worse on category pages, where it appears just below mw-parser-output. I don't remember whether it appeared just above or just below catlinks, it used to be somewhere at the bottom, on the right side.
This happens on all new articles that haven't been marked as patrolled.
Current example: https://nl.wikipedia.org/wiki/Lijst_van_straten_in_Den_Haag (but when someone patrols the page, this isn't valid anymore).
