Show the tooltip to all logged in users (whether they have new notifications or not)
Copy: Your notifications are now here..
Positioning of the tooltip depends on results from ABC test (T288248)
Prioritize Notifications over Watchlist tooltip (T269448), e.g. show Notifications tooltip first and in a following session the one for the Watchlist
This is a temporary tooltip for existing app users and should be deleted after 6 months
