Description

Allow searching your locally persisted notifications.

Add search bar below tabs at top of table in Alerts tab
Perform search in scope of tab [1][2] based on local database of notifications

Product/Design Needs:
[1] Does the Search bar appear in both the "Alerts" and "Notices" tabs?
[2] If I'm searching, do I expect the results to be filtered by my current tab, or are the results from all of my notifications?

No, the search bar only appears on the Alerts tab.
