*What happens?:*
It say you can't submit because you were block.

What should have happened instead?:
It should only throw when you try to submit the edit where you blocked.

@Sunny00217, when you made that edit, were you in fact partially blocked? Because there is a similar bug (T274050) where users are being told they are blocked when they are not.

Until the actual OAuth subsystem passes that information back to the tool, handling partial blocks is not going to happen.
