rename VRT mailing lists

Description

As part of the migration from OTRS to VRT/VRTS, the corresponding mailing lists have to be renamed.

These are:

Otrs-admins
Otrs-ar
Otrs-de-l
Otrs-en-l
Otrs-es
Otrs-fr
Otrs-he
Otrs-it-l
Otrs-ja
Otrs-ko
Otrs-no
Otrs-permissions-l
Otrs-ru
Otrs-zh

and they should be renamed replacing "Otrs" by "vrt".
(I don't know why some have a "-l" and some have not. I leave it up to the mailman admins if we should harmonize that. I'd prefer the variant without "-l".)

In any case an e-mail forward has to be created from the old list name to the new list, to not break any conversation.

I suggest to start with "Otrs-admins" and if that looks good, schedule a common maintenace time for the rest with a 14 days advance announcement.

(A) if there are any questions/clarifications that need to be resolved by VRT-admins/other before you can start researching how to technically do this?
(B) perhaps a rough timeline for when you might able to start researching and/or implementing the changes?
(C) Tell us ahead of time before the first actual change!

(IIUC from discussion elsewhere, it will take a few hours of research to verify the specific processes, but someone on the Mailman3 mailing list has said they've done it before so it should be possible)

Early next week. This week I was busy with deploying query builder, parser cache exploding and some work needed to be done before the dc switchover. Kunal has been busy with deploying lillypond on shellbox (and some other stuff he knows better).

I understand this is important but our infra is not helping with the workload :D

It should not cause you any issues as all mails and web requests will be redirected so that should be fine but I will keep you in loop.

Hear thee, folks, the tale on why some wikimedia mailing lists have -l at the end while others don't! Once upon a time there was one domain, named wikipedia.org where mailing lists were hosted. This was also the case later when moved to wikimedia.org so there was wikipedia-l@wikimedia.org, and since it had -l at the end it was known it was a mailing list, and it was good.

And the evenings and the mornings passed, and there reached the day when mailing lists were moved to its own server, and then you ceased to have wikipedia-l@wikimedia.org since it was now wikipedia-l@lists.wikimedia.org, and thee old convention was no longer needed. But those named in the Old Times kept their names (and their redirects), since He said Thou Are No Longer Cool if breaking the Old Namings, for thou shalt honor the old ones.

Since we are at it, I'll remove all -ls

An update on this:

While I have done many renames, I have not done one on mailman3 and it seems there is no built-in support for renaming a mailing list in mm3. I found this thread on mm3 mailing list which seems it's doable but requires doing some hacks.

I'm on it but it's more complicated than it looks.
