Currently whenever the email address for a account is changed/removed the an email gets sent to the original email along the lines of: (in this case for removal)
Someone, probably you, from IP address [blanked],
has removed the email address of the account "Asartea" on Wikipedia.If this was not you, contact a site administrator immediately.
However this last line is extremely vague, as it is not obvious who are meant here with "site administrator". The sysadmins? The administrators of the wiki you edit the most on? The Stewards? https://meta.wikimedia.org/wiki/Help:Compromised_accounts, which is the closest thing to documentation I could find on this subject says to contact T&S at the top, but then proceeds to list them together with the other options.
Ideally this would be clarified, by determining who should be contacted and how (probably T&S) and then replacing the last line with something along these lines:
