As a Wikimedian, I want to be able to easily access the Event Center from all wikis, so I can receive support as a campaign organizer or participant.
Acceptance Criteria:
- Create means of accessing Organizer Center, such as a link under "Contributions" or "Tools" [final decision pending]
- Organizer side: access should only be provided to eligible organizers [decision on qualifications pending & requires community feedback]
- Access should be available on all wikis and all projects
