Thanks, @Aklapper – I tried to religiously follow the process described on that page, and this is what I was able to come up with. It might be my incompetence, or that page is simply not written for someone like me.
The page offers a link to create a Phabricator ticket; that should make it easier not to miss information like project tags etc.
