Firehose API Mocks Setup

Description

When I'm developing or maintaining Firehose API, I want to be able to send mock messages into kafka so I can be sure that my code is working properly.

Notes:

  1. Need to write up the instructions on how to spin up mock container in README.md.

Acceptance criteria:
After mocks are enabled is can see mock messages being produced to kafka topics.
