Description

When I'm developing or maintaining Bulk Ingestion Service, I want to be able to run the service on my local machine so I can be sure it's working properly after my updates (Docker configuration).

Notes:

We would also include README.md as result of this ticket.

Acceptance criteria:
Docker configuration has to include service itself, Kafka and Kafka UI.
