Description

Update language team's OpusMT cloud instance to Bullseye:

Backup old instance.
Announce downtime for OpusMT service (We rely on this instance for Production)
Upgrade to Bullseye image.
Upgrade OpusMT setup (if required).
Update models if newer versions are available.
Enable systemd service.
