It is confusing for German Wikipedians editing on German Wikivoyage who cannot select between Wikitext editor and VisualEditor. It seems useful to have identical options on both wikis: ie, both article toolbar tabs and header edit buttons should allow the access to both editors.

I think the wmgVisualEditorUseSingleEditTab option must be set to false.
