I was able to trigger the error

When the count is about 40, the next arrow turns into thre dots and the error is displayed in the Console.

clicking on the three dots brings "No more suggestions" message with the incorrect values in the counter:

This is an Action API error when the number of values provided for a multi-valued parameter exceed the limit. Should be easy to fix, we just need to raise the limit (for topics I'd guess).

Impact is task card loading breaking when you trigger the error (select lots of topics while not being an admin, probably).
