Description

Acceptance criteria:

Strategy is a living breathing artifact which includes testing instructions, oracles (i.e., how we recognize potential bugs), test ideas, and any open questions
Strategy is documented in a place CommTech team can access

@imaigwilo @ldelench_wmf @NRodriguez I did some brainstorming of this last Friday and, if you don't mind, I have just dumped my notes into https://meta.wikimedia.org/wiki/User:IIgwilo_(WMF)/Real_Time_Preview_for_Wikitext. They are pretty rough at the moment, so I will start to clear them up and clarify some things. Ima, feel free to add, remove and edit anything you like.

Once it is more fleshed-out we can think about where we want to move that page (unless we are happy where it is).
