[NFS] Update maintain_dbusers so it can run on a VM

Description

Right now maintain_dbusers presumes access to the private networks for toolsdb & co. It needs to use proxies instead so we can run it on a VM.

This will needed to be able to migrate tools NFS share to be hosted in a VM.

maintain_dbusers uses private addresses to connect to all wiki replica backends directly. I don't think that's possible from the cloud realm currently :(
