Zero Config Install of VE + Parsoid for MW 1.37

Description

This follows in the footsteps of T248343: Uncached VisualEditor w/ Parsoid/PHP (no JS, no RESTBase) for MW 1.35 LTS and T261220: Zero Config Install of VE + Parsoid for MW 1.36.

There is a parallel effort to merge some or all of the Parsoid code in core, but in case any unmerged bits remain (or continued development of the Parsoid-to-core interface requires) then this task will be used to track the task of porting the zero conf code used for 1.35 and 1.36 to MW 1.37.
