@RHo -- since we've decided not to use tooltips in Iteration 1, what do you think we should do with this onboarding? Should it be a full screen overlay? Or a dialog?

I'm moving this to the main board as we're not working on it at the moment; @RHo could you decide if it should go into "Upcoming Work" column (the backlog to pull from as we complete tasks in the current sprint) or if it's something that can go into Triaged and potentially brought forward again later? cc @MShilova_WMF
