I've asked Urbanecm yesterday to backport this and he told me that localisation updates are usually not backported. And especially due to it being something unimportant like en-gb I can understand that.

Umm, I disagree with that, and I think en-gb users would too. That said, it should not be done during a B&C window, but at a separate time since it requires a full scap.
