This ticket represents the work involved with deploying the config change necessary to "turn off" the New Discussion Tool A/B test that we "turned on" in T291308.
Now that the analysis of the A/B test is largely complete (T277825), the A/B test itself can now be disabled/turned off.
The New Topic Tool A/B test will be turned off during the week of 25 April 2022.
