Assigning to @Enterprisey for the next step. The bot is connected on the irc side and I can see it trying to relay messages to the telegram side. The telegram channel (-1150376120) is not found according to the logs. I think this means that @Enterprisey needs to invite the "@wmtelegram_bot" user into the channel per https://wikitech.wikimedia.org/wiki/Tool:Bridgebot#Telegram.
