As a product manager, I want a list of image suggestions for articles, so I can send the suggestions in notifications to users

MediaSearch algorithm will be used to match images to unillustrated articles:

• Identify unillustrated article - exclude all articles that have any image file types
  • Go through each main-namespace article in the wiki with <1 image
• Find an image for the article - use the article ID in MediaSearch
  • Match “Recent” images only - images created on Commons past 7 days
