Update wikidata VMs in the cloud away from stretch

They should preferably upgrades to bullseye and if not possible, to buster.

Acceptance Criteria: 🏕️🌟(October 2021):

  • there are no VMs with deprecated OSes in WMDE-related Cloud VPS projects
  • all the current VMs (see list above) are reinstalled, or deleted if they’re no longer needed
  • service downtime is minimized, and announced in advance where possible

Notes from previous experience:

  • updating a VM’s operating system in-place is frowned upon, we should create a new replacement VM instead
  • ideally the new VM would be set up using Puppet, with little manual actions, but the current VMs were probably not set up using Puppet, so this would require extra work
