In T289882: Q1:(Need By: TBD) rack/setup/install cloudswift100[12] we decided a new network layout for cloudswift @ eqiad1.

The cloudswift servers @ codfw1dev need to be reworked to match the same setup:

allocate new subnet for the public IPv4 address
cloudgw changes to make it the l3 gateway of this new subnet
add the new IPv4 address to each cloudswift server from this new subnet, via puppet
DNS updates
