Can't upload by URL: Expired certificate

Description

When uploading a logo by URL from a wiki that uses a Let's Encrypt certificate, it returns an error:

SSL certificate problem: certificate has expired

But my browser doesn't get such error when viewing the URL. Apparently, this happens because the server doesn't know about the ISRG's root and it only sees the expired DST Root X3 (T263006).

Steps to reproduce:

  1. Go to https://wikiapiary.com/wiki/Special:FormEdit/Website
  2. Click on upload file on the logo field
  3. Check upload from URL. Set https://letsencrypt.org/test as the URL (for testing this it doesn't need to be an actual image)
  4. Give a name and hit upload. The error appears.
