What happens?:
The message states "You agree that a hyperlink or URL is sufficient attribution under the Creative Commons license" at the end.

What should have happened instead?:
This part of the agree-terms message should be removed from all the locale files. It doesn't make any sense because the license is CC0 and the message suggests that attribution is part of the license. You are agreeing to non-existent terms.
