Could you elaborate how this is related to Desktop Improvements? Does this work when using classic Vector?

Write a message to your current IP

How, where? Please elaborate.

Please do not create subtasks when they are not subtasks, but instead create a new task. Thanks!

I don't know if it works now when using classic Vector. It used to work before Echo was deployed. I'm just exploring how changes done in this parent task affects functionalities.

Please do not create subtasks when they are not subtasks, but instead create a new task. Thanks!

This is a substask of the (···) design, as it is about the treatment to not logged in users. Thanks for not removing it.

@Theklan: The parent task is resolved. Please check what subtasks are not, and please stop your disruptive edits. Thanks.

No, the parent task is not resolved. But don't worry. Everything is ok. I won't bother anyone more.

As far as I can tell, in this situation a yellow banner appears at the top of most pages telling you (in this case the IP user) that you have a new message.

I think it would be confusing to have a notification bell icon or inbox icon for logged-out people. My guess is that if a logged-out person saw that they would think they are logged-in. Also I don't think many people would need/use that, because the only function would be to point one to messages on their IP talk page (?), so I don't think it's a good use of space

Why is it confusing? If there is a confusion between logged in versus logged out, then there should be a grafic diference between been logged in and logged out. Currently we can't even know if we have been logged out (and lot of users save it by IP because they didn't notice that were logged out).

furthermore, "I don't think many people would need/use that" is not a valid answer, because one thing is what we think, and the other is what we offer. Logged out users should know that someone wrote them. Because users are writing also to logged out users.

Logged out users don't get notifications in general. That's tracked in T58828: Provide access to Notifications for anonymous users.
(They do get the orange warning bar about new talk page messages, but AIUI this task is not about that.)
