Description

Feature summary (what you would like to be able to do and where):
Quite often (daily on enwiki) a user with edit permission wishes to change the page title but is unable to. At least on Vector, when a move is not possible due to restrictions, the "Move" option (caction) is omitted. This often results in users trying to find other ways, like using DISPLAYTITLE (and even DEFAULTSORT if they discover that it doesn't work) or worse, copying the page contents into a new page (which is known to occur regularly for category pages on nlwiki, where this is restricted). If instead the user would have been guided to Special:MovePage, then they could receive explanation and help.

So I think it would be better to always show the "Move" option to users with edit rights, or at least provide the option to do so.

I tried to find the code that removes or omits the #ca-move element, but I couldn't find it, so I have no idea whether there already is a wiki configuration option for this.

Benefits (why should this be implemented?):
Improves user experience, reduces cleanup work.
